Boating Under the Influence Courses

With grant assistance from the U.S. Coast Guard, the National Association of State Boating Law Administrators (NASBLA) has been offering Boating Under the Influence Detection and Enforcement training since 2004.  NASBLA developed this training to help prevent the rise of alcohol-related accidents and fatalities on the nation's waterways.  Statistics from the U.S. Coast Guard show that the percentage of boating accidents, injuries and fatalities caused by alcohol -- those in which alcohol was reported as a contributing factor -- has steadily risen over the past several years.

Along with promoting greater awareness of the dangers of drinking and boating, NASBLA believes that the best way to reduce boating under the influence is to strengthen law enforcement capabilities on the water. With that in mind, NASBLA developed the BUI training courses.

NASBLA's Boating Under the Influence Detection and Enforcement course is a 24-hour course.  The course covers prior planning for BUI enforcement, arrest decisions, BUI suspect processing procedures, essential elements of the arrest report, note taking and report writing, pre-trial conferences and presentation of evidence, and proper administration of both the afloat and ashore standardized field sobriety test batteries, including recognition of indicators and clues for both batteries.   The training also includes a live alcohol workshop. Click here to view the 2010 BUI Course Agenda. To receive a certificate, students must attend a minimum of 20 hours of classroom instruction, successfully complete the practical applications exam and pass the final written examination. 

Upon successful completion of the BUI course requirements listed above, each candidate will receive a Certificate of Training in BUI Detection and Enforcement.  The certificate will be issued by NASBLA and awarded to the individual attending the course.  The certificate is non-transferable. The decision to issue the certificate will be based upon the individual's performance during the course and successful completion of the examination process.  No other factors will be used to determine a candidate's eligibility for a certificate. Successful completion of the NASBLA BUI Detection and Enforcement course does not imply that the individual is in any way certified, licensed, registered or accredited in BUI detection and enforcement.  The issuance of the certificate confirms that the individual attended the course and successfully completed the certificate requisites. 

Who Should Attend?
The BUI course is intended for active local, state or federal marine law enforcement officers.  Both full time and part time officers are eligible.
 
Confidential Information Disclosure
Any information supplied by a participant will be considered confidential.  Information about any individual participant in the course will not be disclosed to a third party by NASBLA personnel without the written consent of the individual.  Where the law requires information to be disclosed to a third party, the individual will be notified of the information provided.
